Traffic Insurance, Kasko or Both? A Scenario-Based Decision Guide for Expats
“I have traffic insurance — do I really need kasko?” is one of the questions insurance advisers hear most, and many expats ask it because motor insurance is structured differently from what they knew at home. The answer varies from person to person, but a good decision starts with knowing clearly what each policy pays. This guide avoids heavy definitions and uses everyday scenarios to show the difference between traffic insurance and kasko.
The basic difference: whose damage is paid?
Compulsory traffic insurance is required for every motor vehicle under Law No. 2918, the Highway Traffic Law. It pays the material and bodily damage you cause to others in an accident where you are at fault, within the policy limits. It does not pay damage to your own car. Kasko (comprehensive motor insurance) is optional and protects your own car: damage from accidents, collisions, fire or theft is paid under the policy terms. Scenario 1: an accident where you are at fault
You failed to stop at a red light and hit the car in front. The other car’s damage is paid by your traffic insurance. And the damage to the front of your own car? With only traffic insurance, that cost is entirely yours. With kasko, your own damage is paid under the policy terms.
Scenario 2: the other driver is at fault
A car hit yours while you were parked and the driver accepted fault. Your car’s damage can be claimed from their traffic insurance, even without kasko. But if the other car is uninsured, the driver leaves the scene or fault is disputed, the process can drag on. Kasko lets you act through your own insurer in these uncertain cases. Another option is to have the damage paid by your kasko and let your insurer claim from the other side afterwards.
Scenario 3: events with no other party
Some damage involves no other party:
- your car is stolen while parked,
- a branch falls on it in a storm,
- it is caught in floodwater,
- you hit a barrier in a single-car accident,
- a window is broken.
Traffic insurance pays none of these, because no damage was caused to anyone else. You need kasko — and you should check separately whether covers such as natural disasters are included in your policy.
Scenario 4: very high damage to the other side
You caused an accident damaging a luxury car or several cars. Traffic insurance pays within the legal limits; if the damage exceeds them, the difference can be claimed from you. The excess liability cover (ihtiyari mali mesuliyet) in kasko policies gives extra protection for third-party damage above traffic insurance limits. If you choose traffic insurance only, do so knowing this risk.
Which option makes sense when?
- Could you pay for your car’s damage yourself? If the car is valuable or an unexpected repair would strain your budget, kasko becomes important.
- Is the car financed? Lenders may require kasko on cars bought with a loan.
- Where do you park? Cars parked outside face more theft and weather risk.
- How often do you drive? Daily driving in heavy traffic increases accident risk.
- Is the car critical for work? If days without the car disrupt your work, kasko with replacement car cover stands out.
For a low-value, older car whose possible damage you could cover yourself, traffic insurance alone can be a conscious choice — as long as you accept the risk of damage to your own car and theft. Some drivers consider narrower kasko options focused on basic risks; what insurers offer varies. For a new or valuable car, daily driving in heavy traffic, or a car your work depends on, kasko on top of traffic insurance is usually the most sensible route, and a kasko with excess liability also protects you in a major at-fault accident.
