Voluntary Excess Liability (İMM) Cover: What It Is and Why It Matters
After a car accident, the scenario most drivers fear is not the damage to their own car but the possibility that the harm they caused to someone else turns out to be far larger than expected. In Turkey, compulsory traffic insurance pays for that harm, but every item of cover has a limit. This is where İMM (ihtiyari mali mesuliyet, or voluntary excess liability cover) comes in. This guide explains, in plain language, what İMM does, when it really matters and what to check when you choose it.
What exactly does İMM cover?
Compulsory traffic insurance is required for motor vehicles under Law No. 2918, the Highway Traffic Law. It is a liability policy: it pays for material damage and bodily injury you cause to third parties, up to the limits written in the policy. If the damage goes beyond those limits, the injured party can claim the excess directly from the driver and the vehicle’s operator. İMM is optional cover designed to pay that excess, within the limit and conditions written in its own policy.
In short, İMM does not replace traffic insurance; it works as a second layer on top of it. Traffic insurance pays first, and İMM steps in when its limit is not enough. That is also why a driver with İMM still needs a valid traffic insurance policy.
Why the limit may not be enough: three realistic scenarios
Traffic insurance limits are sufficient for most minor accidents. The problem appears in rare but serious events:
- Hitting a high-value car: In Istanbul traffic, especially around business districts such as Maslak and Levent, driving next to expensive vehicles is routine. A moment of inattention can cause damage that is very costly to repair.
- A multi-car collision: When several vehicles are involved, the total material damage can grow quickly.
- An accident with injuries: Medical costs, permanent disability or loss of financial support can be long-term and substantial.
When the limit is exceeded, the shortfall can mean years of personal debt. The real value of İMM is that it takes on this low-probability but potentially devastating risk.
How to get İMM: inside kasko or on its own?
İMM is usually provided in one of two ways. The first is as a cover inside a kasko policy (Turkish comprehensive motor insurance); many kasko products include an İMM limit that can be raised on request. The second is a standalone İMM policy for owners who do not have kasko. Even if you do not plan to buy kasko, you can still buy İMM on its own, an option many drivers overlook.

Checklist for choosing İMM
- How is the limit defined? Per event, per person, or a combined limit for material damage and injury? Some insurers offer very high or unlimited options; read the conditions.
- Are non-material (moral) damages included? Some İMM covers include claims for moral damages, some do not, and some include them under separate conditions.
- Which drivers are covered? Ask how the cover works if someone else drives your car.
- What are the exclusions? Situations outside the cover, such as use in breach of the law, are listed in the policy.
- Is the limit kept at renewal? Check that the İMM limit has not changed when your kasko renews.
How İMM works after an accident
You do not need a separate procedure for İMM at the scene; it runs alongside the traffic insurance claim. Still, report the accident promptly to your insurer and agency, and get advice before answering any claim or official notice from the other party yourself. Agreeing compensation with the other side without your insurer’s knowledge can cause problems later. Keeping the joint accident report, photos and any police report also speeds up both claims.
Who needs it most?
İMM is useful for every driver, but it matters especially for people who drive daily in heavy traffic, use a company car, carry passengers or goods commercially, or often drive with family members. It is also worth reviewing when a newly licensed family member starts driving the car.
