Motorcycle and Scooter Insurance in Istanbul: Traffic Insurance and Kasko
In Istanbul traffic, motorcycles and scooters are a practical choice, especially for commuting to busy business districts such as Maslak and Levent. Insuring a two-wheeler is different from insuring a car, though: theft risk is higher, the rider is more exposed in an accident, and not every insurer offers the same products. This guide covers compulsory traffic insurance, kasko (comprehensive motor insurance) and rider protection for motorcycle and scooter owners.
Traffic insurance: compulsory for motorcycles too
Under Law No. 2918, the Highway Traffic Law, compulsory traffic insurance is required for motor vehicles on the road, and motorcycles are included. It covers material and bodily damage caused to third parties in an accident where the rider is at fault, within policy limits. Riding without it risks administrative penalties and leaves you personally facing the other side’s losses after an accident.
It is equally important to know what traffic insurance does not cover:
- Damage to your own motorcycle,
- Theft of your motorcycle,
- The rider’s own injuries,
- Rider gear such as helmets and jackets.
Electric scooters
Whether an electric scooter needs traffic insurance can depend on its technical class, motor power and current regulations. A registered electric motorcycle and a small shared-use scooter are not treated the same way. Ask your agent which class your vehicle falls into, and which insurance is needed, before you buy.
Motorcycle kasko: what does it cover?
Motorcycle kasko covers damage to your bike and theft within the policy terms. Not every insurer offers it, and some offer limited options for certain makes, models or uses. That is why getting quotes through an agent working with several insurers is especially useful for two-wheelers.
Key headings in motorcycle kasko:
- Collision and falling over,
- Theft, of the whole bike or of parts,
- Fire,
- Natural events such as flood, hail and storm, if included,
- Accessories: whether top boxes, screens or extra equipment must be declared.
Theft cover conditions
Theft is one of the most common two-wheeler risks. Some policies set conditions for theft cover, such as locks, alarms or parking in an enclosed area. If these are written into the policy, not following them can affect a payout. Read the theft clauses when the policy is issued and only accept conditions you can realistically meet.
Rider protection: personal accident cover
In motorcycle accidents, the most serious consequences usually fall on the rider. Yet neither traffic insurance nor standard motorcycle kasko is designed to cover the rider’s own injuries. Adding personal accident cover to the policy, or buying a separate personal accident policy, can fill that gap. For more, see personal accident insurance explained. It is also worth checking how your health insurance handles treatment after a motorcycle accident, as some policies have special terms for certain activities.
What to do after a motorcycle accident
The rider’s health comes first. If someone is injured, call emergency services immediately and do not try to remove an injured rider’s helmet; leave that to medical teams. If there is only material damage, take photos, collect the other party’s details and complete a joint accident report, or call the police if the parties cannot agree.
Damage on a motorcycle can hide in places such as the wheels, forks, brakes and frame joints. Riding on before the expert inspection can be unsafe and complicate the assessment. When you notify your insurer, say whether you need towing.
Courier and commercial use: declare it
If you use your motorcycle for courier work, parcel delivery or any other commercial activity, declare it when the policy is issued. The correct usage type matters for both traffic insurance and kasko. An accident while a privately insured bike is used commercially can cause problems with a kasko payout and may be treated as a breach of the duty of disclosure. Even occasional delivery work through an app is worth discussing with your agent.
Checklist when choosing a policy
- Do the details on the ruhsat (vehicle registration), make and model match the policy?
- Is the usage type, private or commercial, declared correctly?
- What are the conditions of theft cover?
- Are accessories and extra equipment declared?
- Have you considered personal accident cover for the rider?
- Is roadside assistance and towing included?
- Does the policy match where you park the bike in summer and winter?
Even if you ride only in certain seasons, keep the policy active all year: theft and parking damage risks continue when the bike is not in use.
